If you change a users "home" Sametime server, they will loss their contact list.

I would think, in this case, that moving the original ST server to the new location would be a far less inconvenience to your end users and your IT staff, because moving the server is as easy as changing a DNS record for the ST server and maybe some firewall config (if your ST server is internet facing).

If you create a new server, users would have to recreate their contact list and (not sure about client V3.0) change the ST server that's being referenced in the ST client preferences.

I'd go for the downtime...
